Mailing List upgrade

At some point tonight (probably after 9pm), I'll be updating mailman to
2.0.13. This is to close some security holes and (hopefully) fix some
bugs. Note that this new release does NOT include the virtual domain
fixes.

The upgrade entails turning off all the mail software (even sendmail)
while the update is happening. So, the lists will be down while the
upgrade is occuring.

This outage *should* last only 1 minute (or less), but this is software
and the operative word is *should*! You'll probably know if something
went wrong.
