example:  if i download my pop mail from mutt on system a, and then
do likewise on system b, the latter is only going to get anything
new since a's download.  in contrast, if the muas in the example
are netscrape, they each will get everything since the last time
*they* (that is, each individual instance) downloaded it.

demonstration: i pack up my desktop mail on cd to take home.  (don't
ask.)  after that's done, i might fire netscrape up to see any mail
that came in while the cd was cooking.  when i get home, i restore
the cd -- and when i start netscrape it needs to download everything
since it was shut down before the cd started.

netscrape does this with a file called 'popstate'.

boy, how i *do* go on, eh?
