  If they were banned prior to the switch from DEC/majordomo to

  Welcome to the world of the modern Internet.

  Given that <www.vosn.net> consists entirely of a blurb about how they will
not tolerate spam, it is a fair bet they are a illegitimate bulk mailer
service.  (If they were legit, they would be selling services on their home
page.)  And even if they are legit, a bulk mailing service has no reason to
send anything to this list.  Banning their domain and/or IP address from the
list is probably the best option.
