Only if the NIC installed doesn't support 100BaseT and you're
replacing it with one which does.

It all depends upon what equipment you're connecting together and
whether or not it supports 100Mb/FD. For instance, if your system
has a 100Mb card in it, but the hub/switch/router you're plugged into
is only 10Mb then there's nothing you can do to get 100Mb.
The same goes for duplex. If your hub/switch/router only supports
half-duplex, then it doesn't matter what your card is.
For the most part, if:
you have a 100Mb/FD capable card
and the appropriate drivers for that card are compiled into your kernel
and the network gear you're connecting to supports 100MB/FD
Then you *should* get this by default through auto-negotiation.
Of course, it is entirely possible that auto-neg is not working, but
that's a different story and has almost nothing to do with your
computer's OS.
You might also want to get/install/read about the mii-tools which
allow you to get information from your NIC and network equipment.
