RBLs are good as part of an overall method of blocking spam, but should
not be the only way of detecting spam.
Spamassassin is configured to use RBLs as one of many tests, along with
user-controlled white-and-blacklists, razor, and other small tests (is
the domain valid, are there references to FREE MONEY, etc.).
Spam protection/detection (like security) is a process.
