To draw a hollow rectangle (probably what you want): select the "rectangle"
looking tool, draw the rectangle (pressing shift causes the rectangle
to be square). When you're done sizing the rectangle, watch the
pretty marching ants, then go to Edit -> Stroke to cause the hollow
rectangle to be drawn using the selected pen.
