It does seem to be a kind of spam, because you haven't asked them to 
monitor your web site, so why would they be accessing it?

They offer a service that would only be of interest to webmasters, so it 
appears that they are using a channel that is also only of interest to 
webmasters to narrow the scope of their advertising efforts.  It's a 
pretty effective approach IMHO, though I'm not saying that I think it's 
right.
