OK, normally you can figure out who needs to fix this problem with
whois. But...:
[cbrenton at valhalla cbrenton]$ whois -h whois.arin.net 199.232.38.4
[Querying whois.arin.net]
[Redirected to rwhois.gnaps.com:4321]
[Querying rwhois.gnaps.com]
[Unable to connect to remote host]
so it might be gnaps.com who needs to add a PTR for your IP, or they
might have delegated your address to someone else. We can't tell because
gnaps.com is broken and has been since at least last night. :(
BTW, this is a great way to figure out who to report abuses to. Let me
pick on one of the people trolling my network for Web servers last
night:
[cbrenton at valhalla cbrenton]$ whois -h whois.arin.net 65.82.220.213
[Querying whois.arin.net]
[whois.arin.net]

Note that sometimes you map get an answer back saying the address space
has been deligated to RIPE or someone else. In that case just query
their whois server:
whois -h whois.ripe.net 1.2.3.4
or similar.
