There is no such thing at Linux 7.1. There is Red Hat 7.1 and SuSE 7.1.
Both are out of date. I don't know if Mandrake had a 7.1. 

Also, you can update sendmail without updating your version of Linux.
That said:
You can add virtual users in /etc/mail/virtusertable.db by editing
/etc/mail/virtusertable then make. You do not need an account for each
user. If you want to set up accounts for new users on your system, they
do not need to be in the same group. 

Probably the simplest way is to create new users without a home
directory and no shell access. You can set up a POP3 server on your
system such that your users can get their email locally.
