I have to admin that's I've missed most of this thread, but if you are
considering rsync, you may want to check this out:

Basically what Bill has put together is a set of scripts to do secure
backups over SSH. You can even use digital certificates to limit the
level of access (i.e. the rsync session can have read only access to
/var/wwwroot only).

This is one of the times having written policies and procedures comes in
handy. The blame trail becomes the people who have signed off on doing
it the wrong way.
