Our town voted to create a historical district.  All it takes
is the requisite majority, and opponents living within the
district cannot secede and I do not believe they get a
grandfather exemption.  If they did it would follow the
inheritance.  
Zoning is like that, if you have a vacant lot that was
buildable until a zoning change makes unbuildable, you can't
build after the change without an exception - you should've
built before the change!  Sometimes it seems the Devil's
handiwork...
