At last night's GIMP presentation I mentioned a resource where you can 
find 32,000 high-quality photos that are copyright-free / in the public 
domain so you can use them without royalty or payment of any kind.  (You 
should still read the fair-use statement to understand the implications 
of using a persons identifiable face in a commercial image.)

Well, here is that website, plus there is a wikipedia page that has 
links to all varieties of public domain image resources
