Pointed out before was that most of these common carriers keep tabs on 
who's using their network. They don't usually just let anybody on them 
and use them for free without some kind of user information.

I really doubt that you could be considered a common carrier if your 
primary business has nothing to do with the internet and that you have 
unrestricted, unregulated access to the internet through your coffee shop.
