There are of course floppy based linuxen that might work.

Knoppix boots from CD and will store $HOME and your setting to an USB 
drive too.  With encryption.

The Boxed version of MandrakeMove will also do this.

Knoppix probably has a variant that works off USB or it could be adapted 
if you don't want to use the CD OS and USB data drive method.
