Looking for info on STARTTLS

Since this group has the highest concentration of sendmail weenies around, 
I have a question on STARTTLS.

I have good instructions on how to set it up but I nee more info on what 
it's for. (Yeah, I know it dsounds odd.)

What I'm hoping for is that if I set this up then anyone who sends me mail 
and also has STARTTLS enabled will be sending over an encrypted channel.

Also, I'm hoping that I won't be preventing servers which are not STARTTLS 
enabled from sending mail to me.

Am I correct or is this something I should not be doing.

(RedHat 9, sendmail-8.12.10 and the purpose is that I'm hosting my 
persoanl domain at home over my cablemodem.)

Any more info I need to supply?
