SFTP to /bin/false account?

Winscp does them by either a) using the sftp protocol if possible or
b) by executing commands such as ls, rm, etc. on the remote system.
The latter assumes the user has full shell access.  If neither option
is available, then winscp will not work.

At any rate, no, there isn't a way to do it with the command-line scp
client.
