I find this *really* annoying

The problem with this is that I get my internet connection through 
MV.com. My IP address is static, I will always have that IP unless I 
stop using MV, they go out of business, or they need to reassign IP blocks.

But, it's from a dynamic IP pool so my IP could very well be in this list.

Also, they generally cut with a broad sword, you're also at their will. 
Working for a few ISPs I've seen this happen.

Customer signs up, Customer turns out to be a spammer and not only their 
IPs get blocked, but EVERYBODY on that IP block owned by the ISP gets 
blocked. Other customers complain, remove user, then beg blackhole list 
to remove the IPs.

The worst is companies that have opt-in lists, that people forget 
they're on, then report it as spam, or sign up other people. You can 
almost forget about trying to get off that list..

Black hole lists are the next closest thing to extortion. They don't 
answer to a higher authority, they usually don't have any kind of appeal 
process.
