Glue records (NS and A RR's) are only necessary if you actually want
to use the domain. There are a lot of domains out there that people
don't want used, but do want to control. For example: acmesucks.com,
deep6bush.com, ... - those are just names that came to me, I don't
know if they actually exist or not). So, the ACME corp may not want
someone creating a domain acmesucks.com, or even various permutations
of ACME (e.g. AMCE, ...) in order to control what people think of
their company.

Squatters love domains without glue records.
