Switch port lock?

These are managed switches. Management would like ot keep unused ports 
available for "emergencies" and not have to go into the switch 
management feature to enable the port in a hurry.

We are currently setting up vlans as well to hopefully fix the issues 
we're having, but turning off or limiting switch ports to a mac address 
is not an option :(

That's why i asked about this physical option.
