Since there are all sorts of possible off-topic threads (e.g. bread 
recipes) I'd suggest banished at gnhlug.org as more generic.

That said, my MUA has thread support and I simply ignored the thread in 
question.

I would also support a pre-defined subject prefix (e.g. Subject: 
gnhlug-off-topic: blah blah) that I could simply write a procmail rule 
for, e.g.:

   :0
   ^Subject:.*gnhlug-off-topic
   /dev/null

That would obviate the need for a new list, putting the onus on the 
posters to behave.  The posts would still be accessible in the archive 
- I'm not sure if that's a pro or a con.
