The Upper Valley (of the Connecticut River) already has WinCycle in Windsor VT <http://wincycle.org/>. They have at various times IN THE PAST had both a Windows and Penguin graphic adjacent to their PC price list, but no hints beyond the words 'operating system' are in the current price list. I suppose that they can't offer any kind of Linux system without a dependable volunteer to 'sell' and install an otherwise unfamiliar OS! :-(
