Oh, right.  Sorry.
The correct answer is series protection.  (MOVs are employed as shunt
devices, which leads to the surge-dump-to-ground problem.)
Fo an example of series-mode surge protectors, the ones I use, see

I've had them for about eight years now.  Series-mode protectors, which
fundamentally are inductors, don't wear out.
I use them AHEAD of the UPSs, incidentally.
