As much as I'd love for this to happen, and I've leafed through most of 
the PDF, does this seem to anyone else like a search and replace job?  
So much of it is non-area-specific.

Does anyone remember North Country Connect?

They were the last group who was going to do exactly the same thing, c. 
2001.  It's interesting that a feasibility study doesn't mention them.
