[OT] List topics (was Re: Help kill the Surveillance State Bill)

Let's just make a list rule that if you post OT stuff without [OT] in 
the subject then you're asking for us to see if you have a currently 
patched version of OpenSSL on your server.  Simply enforcing [OT] 
should make most everybody happy.

I'll start the ball rolling with a procmail recipe:

:0
^TO_:.*gnhlug-discuss at gnhlug\.org
^Subject:.*[OT]
/dev/null

Somebody else will then correct it since I'm really really bad with 
procmailrc syntax (I once wrote a procmailrc generator just because I 
couldn't get all the exceptions through my thick skull).
