In theory, either one should be possible. In practice, some
combinations of [motherboard, video card, BIOS/firmware, driver] don't
play nice with each other. But it generally works.
Check the motherboard BIOS setup utility for an options related to video.

Is the above your "funny" connector?
If so, you can certainly get adapters that make the mechanical
connection from DVI to the DE-15 connector used by analog VGA.
However, as the article details, there are three variants of DVI
(not counting Dual-Link): DVI-D (digital only), DVI-A (analog only),
and DVI-I (both). The card must support analog output on the DVI
connector for that DVI-to-VGA adapter to actually do anything useful.
Additionally, some cards with two output connectors only support one
at a time. They just build both in for convenience (so you don't need
an adapter).
You will need to check the manual or specifications for your card to
determine what is supported.
Note that NVidia (OEM of the GeForce graphics processors) doesn't
necessarily make the card itself, and specifications can and do vary
between card manufactures. You don't give the manufacturer of the
card, so I can't even RTFM for you. :-)
