The equiv. in vi is :rfoo.txt.
Also, if it's something that needs to be done in a web browser, I find
the Mozex extension for Firefox to be very helpful. It allows you to
launch an external editor for textareas. Just make sure to get the
Development version (1.9.3 at time of writing.) The "release" version
doesn't work on the latest browsers.
