Perhaps they just need 4-up, duplex final forms :)

And, why can't they "print" it to a PDF and review that?  Are they
actually testing the printing process?  A PDF is even better than
reuse/recycle, since they're saving vast amounts of other resources
besides paper by *not* printing it.  Less electricity used, less heat
produced, requiring less cooling, further reducing electicity use,
etc.

But I can see some management weenie insisting this also isn't
sufficient for some lame reason. Much like someone tried to explain to
me that having an e-mail address of first.last at foo.com is more
professional looking than fml at foo.com...
