That explains the confusion.  I think more people are used to (hiring
manager == person you would report to) and (HR department == useless bunch
of forms processors).

At least that's how it's been at the last several companies I've been at.
HR shouldn't have anything to do with most of the hiring process.  Hell,
sometimes we don't even tell HR about a new person until they've already
been working for a week :)
