RT's approvals are OK, but not quite what I need. I need something that requires a chain of people to approve. For example, request comes in and development manager is asked for approval. If they approve, it its sent to VP for approval. If they approve, it is sent to CTO for approval. If they approve, it is sent to CEO for approval.
RT basically just creates a ticket and the original request requires the parent ticket to be resolved before the request ticket can be closed.
