Recommendations for Hotspot managment software...

As Chris mentioned, NoCat is a good application.  m0n0wall makes it 
easy to setup, and DD-WRT for WRT54G has it as well.  Both support 
RADIUS for authentication.

But to be up front, it has bugs in it that can be exploited.  And so 
far all the wireless security schemes are being cracked on a regular 
basis (WPA2 might be OK).  HIPAA doesn't preclude the use of software, 
so that's not the major hangup.  Medical devices which have no 
shielding requirements (particularly respirators) are probably more of 
a concern for Wireless than the software security aspects.
