Changing default home

Hi All,
I have a system that uses LDAP authentication. Users need to be able to log into the system without a home directory, which they can. The problem is that they get $HOME set to / , which I don't want. I can fix this by setting users home directory in /etc/profile to something like HOME=/foo. However, when you ssh in, it tried to chdir to %h instead of $HOME. Does anyone have any idea how to do this? I know it can be done, since I have done it before, I just can't for the life of me remember how....
