Do you want to introduce latency or jitter?  These are very different
things.

If all that you want to do is to introduce latency, I would suggest
using iptables "dstlimit" and "fuzzy" modules.

If you want to introduce jitter, then you'll need to introduce some
randomness to the network.  This might be as simple as running
bittorrent for some popular file...
