Tora definitely requires the Oracle client installed. The "Java"
option is the JDBC thin driver. It requires zero install/config other
than putting it in your classpath.
You can find the JDBC thin driver here:

The above page has a downloads portlet on the right hand side. Click the
Oracle9i Release 2 JDBC drivers link (proclaim that you are not a
terrorist) and then you can download the JDBC drivers. We have 100% pure
Java stuff and also some shared libraries for Solaris if you want to use
the OCI drivers.
