in order to make use of daylight.  Here's a novel idea: If you need
daylight to work, work when there's daylight, regardless of what a

  That talks about DST being reinstated for WWII.  Earlier, the
article states that DST was originally instated when the time zone
system was created, during WWI, but doesn't really get into much
detail on why.  It does state that the idea was very unpopular at the
time, though -- apparently people back then got up when they wanted
to, not when a clock was at some arbitrary time.  What a concept.
