I'm not overly sure of what you're asking for.  Is a wiki not helpful?
Are you looking for something like a web page you can point people to,
so that when 'John' asks you for a plumper, you can say "check out
this website" and just provide a URL?  Or are you looking for a PIM
type thing that you can privately query for "plumber" and then reply
via e-mail to "John" when he asks you?

Perhaps providing a better problem description would help.
