Wrong guess. HTTP is an IETF standard defined by RFC:
HTTP 1.0: http://www.ietf.org/rfc/rfc1945.txt
HTTP 1.1 http://www.ietf.org/rfc/rfc2616.txt
HTML was originally specified by RFC also but modern HTML and XML are
specified by W3C "Recommendations".
