I've thought more than once it would be nice to have a cooperative  
guild for just that sort of thing.  Today I'm likely to get attacked  
by a kid in Amarillo, but tomorrow somebody in Boise might get  
attacked by a kid in Plainfield, NH.  Some kind of website for  
tracking attacks, posting logs and IP's, e-mail alerts.  Obviously  
reputation is paramount for such a system.

The larger problem might really be that kids all over the country are  
attacking computer systems and law enforcement has no interest,  
unless it's a high-profile fortune 500 company.  When law enforcement  
fails, vigilantism tends to spring up.  Really most of these kids  
just need to have their parents talked to.  Or get into a cool  
program like Maddog suggested.  Anyway, local complainants might be  
helpful.
