You might look at the last chapter of "Grokking the GIMP" by Carey
Bunks ISBN 0-7357-0924-6.
GIMP uses a web-oriented technique which is a series of gif images.
Each of the sequence is put on a layer, and GIMP can play the layers
back in sequence to show the animation.
I have never tried it, but that is what it says. The book is pretty
clear. It has two rather complete examples. With perhaps a small bit
of help a 13 year old will have it mastered quickly.
