Had a similar problem some time back when I went to Belize. One island -- San 
Pedro -- had no problems with using the ATM card. Another island -- Caye 
Caulker -- didn't work at all, and we had to inland to the central bank to 
get money.

It turned out that one particular bank that was hooked up to the 
international network *completely* dominated the one island, and another 
bank that was not so well tied in dominated the other island. Never would've 
known otherwise.
