I ran into that problem with one of my users a few months ago.
Microsoft has an Outlook plugin that sort of addresses this;
whenever the user exits from Outlook, pfbackup prompts them to save
a copy of their Outlook.pst file. Then when you run backups,
there's an extra copy of Outlook.pst that's not locked.

It's not a perfect solution, and it won't help much if the
user never exits from Outlook, but it's better than nothing.
A better solution would be to have Outlook auto-save a backup
periodically, but I haven't run across any plugins that do that.
