I understand the concerns about the illegal dumping.  Perhaps another  
option would be to register these monitors based on photo-id and  
brand/serial number at the gate on the way in.  That way if somebody  
dumps the authorities can be alerted.

Sure, somebody could then take off the serial numbers with an angle  
grinder, but those people are going to throw them in a ditch anyway.   
Registration would discourage casual forgetfulness and then the fair  
isn't on the hook to safeguard those deposits.  The registration form  
could be returned upon exit to allay most privacy concerns.  It might  
add a minute to login time, but for folks (maybe us) wishing to make  
available complete, working, computer systems for a song, it'd be  
helpful.
