Mailman's "topics" feature (was: Threading and digests)

Is it (mailman Topic searching) a first-rule-matched sort of processing?  If
so a final rule matching everything and a topic of [General] would fix the
probably-undesired behaviour of Topic users not getting mail on topics they
haven't made a decision for yet.
