Err, how about:

 $ apt-get source foo
 $ dpkg-buildpackage -r fakeroot <other misc. options/flags>

Oh definitely! The number of tools available to deal with packages has
increased by several orders of magnitude in the last several years :)

Oh, wait, you meant "improved" not "increased" ;)
