Well that makes sense, given that bureaucracy is developed and written
by bureaucrats which comprise the agencies publishing this stuff.

Bureaucracies consist of roughly 2 levels of creatures.  On the
lower-end, you have your mindless functionary there since birth, there
until retirement, simply waiting to collect their tax-payer funded
pension.  On the higher-end, you have your more politically astute,
ass-covering, back-stabbing bureaucrat.

Sadly, neither of those creatures understand, or are concerned with,
technology or common sense.
