Google Maps on my Verizon Curve can find my location.  Well, within 1500 
meters or so.  Nowhere near true GPS precision, but it's enough to get 
the general area, and I'm not subscribed to VZ Navigator.

But to answer your question about Verizon allowing other devices on 
their network, they made such an announcement shortly after Android was 
announced.  Ahh, here's the announcement:
