I think it was called netreg, it's here:

Though looking at it now, it seems more a means to manage DHCP
clients, and/or allow DHCP clients to manage themselves...

Freshmeat actually has a decent list of these types of apps.  I don't
which ones are any good, but at least it's a starting point.
