Asterisk solution for city government

I'm wondering if there are any folks (businesses/individuals) here who
can provide drop-in Asterisk systems.

I know of a NH city which is spending WAY too much on their telephone
infrastructure.  Having a local firm propose an *-based solution would
be a great way to promote FOSS in the community and help keep FOSS us
folks gainfully employed.  :) The annual savings for the city would be
in the six figure range (per year), as well.
