ttysnoop appears to be close to what you want, though straight
out of the box it looks like it's not configured to relay
session automatically.

Not sure why you object to "control characters" since they're
legitimately part of most sessions.

The latter do not magically preclude the former, or relieve you
of responsibility for same.  "I was just following orders" ...
