The 7zip archive format I believe handles a lot of your requirements. (
http://www.7-zip.org/).  p7zip is a POSIX compliant port of the 7za command
line utility that comes with the Windows 7-zip.
http://p7zip.sourceforge.net/

I've used it to split virtual machines across DVDs.
