Sorry I don't have any real answer to your questions, but I suspect webmin
would address the goal of setting up a DHCP server very nicely. Once it
does its magic (if it works for DHCP on a debian system, which I have not
tried), the direct answers to your questions will be found in the modified
configs you are looking at now.
